California's transportation infrastructure

California's transportation system has for some time shown its wear and its lack of capacity for what the demand is. Obviously, someone is working to fix the problem. However, can it be done without raising taxes or fees? The problem that I see is when an issues arises, new taxes are proposed to fix those issues. What should be done is to take money that is already being received from taxpayers and spend it more efficiently.
